Neither of These Is a City
Enterprise recorded a population of 221,831 at the 2020 census, up from 14,676 in 2000, having been formed as an unincorporated town on 17 December 1996. Spring Valley recorded 215,597 and was formed in May 1981, sitting a couple of miles west of the Strip.
Both are governed by the Clark County Commission with town advisory boards rather than by any municipal government of their own. And as with the other unincorporated towns in the valley, their ZIP codes are assigned the place name Las Vegas for mailing purposes.
Why Does That Matter After a Fire?

The growth that took Enterprise from under fifteen thousand people to over two hundred and twenty thousand in twenty years came as planned communities, which means declarations, architectural standards and master policies across a great deal of the housing.
So both layers apply here at once: an unincorporated county jurisdiction for permitting, and an association for the repair duty and for approval of anything visible. Which Layer Do I Deal With First?

The Construction Is Recent Throughout
Housing built through these decades means engineered roof trusses and floor systems, slab-on-grade foundations and stucco over frame.
Engineered assemblies come out whole once heat has reached the connections rather than being repaired in sections, stucco is a skin carrying nothing, and heat damage to a slab is invisible. Together they mean a serious fire here more often produces a replacement than a repair, and the slab is what buyers discount hardest for.
